Carlos M. Zaldivar, Esquire
Mr. Zaldivar has thirty (30) years of experience as a General Counsel, Trial Lawyer and a former law enforcement professional. From 1992 – 2004, Mr. Zaldivar served as a Special Agent and a Supervisory Special Agent/General Counsel with the Federal Bureau of Investigation (FBI), where he conducted and supervised complex investigations into financial and money laundering schemes, narcotics distribution, extortion, kidnap and ransom and other criminal enterprises. As a FBI General Counsel, he directed legal operations for the FBI’s Miami and San Juan Divisions. He provided legal opinions to agents, supervisors and executive management and served as General Counsel for 10 Command Post operations and was a certified Ethics Instructor. He received an FBI Director’s Award for drafting three expedite wire intercept affidavits to support the successful recovery of a child who had been kidnapped. Following the FBI, Mr. Zaldivar entered private practice as a trial attorney and represented clients in both civil and criminal matter and has appeared in local, state and federal courts in numerous jurisdictions.
Mr. Zaldivar served as the General Counsel for an international manufacturing company that was based in Miami, FL that had operations in China, Central America and South America. In 2014, Mr. Zaldivar was hired as General Counsel & Chief Ethics Officer, Miami-Dade Expressway Authority where he led and supervised overall legal operations for the Agency that builds, maintains, and operated the most-traveled highways in Florida with $235 million of annual toll revenue and $1.3 billion in outstanding bonds, including providing legal guidance to Board Members, Executive Management and Staff and serve as Legal Counsel for over 75 publicly televised Board and Committee meetings. Draft, review, and approve all vendor agreements for legal and financial services, construction projects, and all other services needed to ensure safety and well-being on the roadways. Responsible for the agency’s compliance with all state, local, and procurement laws as well as regulatory and administrative issues that arise on major projects. In 2023, based on his legal experiences in federal and state employment matters, Mr. Zaldivar started his own firm specializing in OWCP matters.
Mr. Zaldivar holds a license to practice law in Florida, New Jersey and Pennsylvania (inactive). Mr. Zaldivar graduated with a Bachelor of Arts from Villanova University and earned his Juris Doctor Degree with a Tax Honor’s Certificate from Rutger’s University.
